Comprehensive Strategic Plans

With funding provided by the Indiana Department of Transportation, Owen County and the Town of Spencer partnered together to created a 3-in-1 Comprehensive Strategic Plan - one for the county, one for the town and one for the common interests of both.

The study had four major areas of focus: economic development, natural resource preservation, infrastructure and land use. With this effort completed and adopted by the official governing bodies, the community now stands ready for the next steps of development.
